A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

These conditions may occur due to carbon fouled spark plugs from repeated engine ignition starts without driving the vehicle to normal operation temperatures (82°C to 97°C) during cold weather. Make sure that the vehicles in stock are in transport mode. Refer to the Workshop Manual (WSM), Section 419-10 Malfunction Electronic Modules > General Procedures.
