A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

This Technical Service Bulletin instructs dealers how to perform maintenance to resolve cases where the Electronic Parking Brake (EPB) function has not been used in a long time and the brake pads are worn down; when the EPB is operated it may take increased amounts of time to function and exceed the threshold value. As a result, the warning light will illuminate and EPB may become inoperative.* *This phenomenon does not effect the normal brakes. |
