A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

SA-039/252025-09-05. Service bulletin. UNKNOWN OR OTHER; STRUCTURE:BODY. Some vehicles may experience exterior trim heat damage such (melted, separating, etc.) when parked near a glass building or Low-E windows. This may be caused by the sun's reflection. If a structure's windows create enough of a curve, the concave glass can focus the sun's rays onto a small area and acting like magnifiying glass direct the sunbeams into a hot pinpoint of light. 09-017-252025-05-02. Service bulletin. STRUCTURE:BODY. Some customers may complain that it is difficult to open/close the fuel-filler lid when pressed. This is caused by production variances, where if there is an excess gap (3) between the fuel-filler lid panel (1) and the fuel-filler box hinge (2), the operation stroke may be larger than designed and result in a difficult to lock/unlock operation of the fuel-filler lid lock actuator. To eliminate this concern, the operation stroke of the fuel-filler lid lock actuator rod has been changed to reduce the play of the actuator rod.

The summaries are NHTSA's. Each bulletin's page links NHTSA's copy of the manufacturer's document.
