A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

08112232023-05-30. Service bulletin. EXTERIOR LIGHTING; EXTERIOR LIGHTING:TAIL LIGHTS. Rear Tail Lamp Condensation Clearing Procedure Some customers may report that on occasion, vehicle exterior tail lamp assemblies are fogged with a light layer of condensation on the inside of the lenses. This may be reported after the lamps have been turned on and brought up to operating temperature, turned off, and then rapidly cooled by cold water (such as rain, or the water from a vehicle wash). This bulletin is to communicate the procedure for rear tail lamp condensation clearing.

The summaries are NHTSA's. Each bulletin's page links NHTSA's copy of the manufacturer's document.
