Service bulletin PIC5491B

A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

Technician should turn off the ignition and cancel retained accessory power. After the vehicle has powered down, remove power to the OnStar module for five minutes. After the power has been removed for five minutes, if the OnStar system is working release the vehicle.
