A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

09-54-12R2019-02-25. Service bulletin. ENGINE; FUEL SYSTEM, GASOLINE. This bulletin provides a procedure to address customer concerns of a high-pitched ?chirp?, ?squeak? or ?cricket? sound heard coming from the engine?s Direct Injection (DI) high-pressure fuel pump. Not all DI pumps may exhibit this sound. Some vehicles may have components which in combination with certain fuel temperatures and / or formulations, may result in aeration of the fuel within the body of the pump and cause this sound.
