A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

SSM 470072018-06-11. Service bulletin. WHEELS; ELECTRICAL SYSTEM:12V/24V/48V BATTERY; TIRES. The EV Range after fully charging a Focus Electric, C-MAX/Fusion Energi may vary after each charge event. The window sticker indicates 0-20 mile range for C-MAX Energi, 0-21 mile range for Fusion Energi. Variation of EV range may not indicate a battery or charging concern. EV range is similar to the DTE display on gasoline vehicles, EV range will vary with driving/operating conditions. Conditions include: extreme outside temperatures, terrain, driving style, city or highway driving, tire pressure, and use of accessories. If the customer replaces the low roll resistance tires with a more aggressive tread the range will suffer. Using the cabin heater and A/C, which are electric, will also decrease EV range. To temporarily remove the impact of driving/climate history , reset the Driving History/Lifetime Summary by using the Settings menu on the left side of the instrument cluster, under Display
SSM 460532017-08-01. Service bulletin. WHEELS; SERVICE BRAKES. Some 2017 Focus and C-Max vehicles built on or after 8/1/2016 may exhibit a growl or rubbing noise from the wheel assembly after pre-delivery inspection has been performed to remove the brake rotor covers. This may be due to the brake caliper spring becoming dislodged and rubbing the wheel. The Brake Rotor Cover Removal Process on PTS states tools are not to be used when tearing/removing the rotor covers which could damage the wheel or dislodge brake components. In addition, turn each tire/wheel by hand after the rotor cover removal to verify there is no contact/rubbing between the brake caliper components and wheels.

The summaries are NHTSA's. Each bulletin's page links NHTSA's copy of the manufacturer's document.
