A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

TSB 23-21872023-07-25. Service bulletin. HYBRID PROPULSION SYSTEM; ELECTRICAL SYSTEM. Some 2022 Explorer vehicles equipped with a 3.3L full hybrid electric vehicle (FHEV) engine and built on 12-Jul-2022 and through 31-Oct-2022 may exhibit a coolant leak at the high voltage (HV) battery coolant cooler outlet hose. This may be due to the HV battery coolant cooler outlet hose contacting the bottom pulley of the accessory drive belt tensioner. To correct the condition, follow the Service Procedure to replace the damaged hose and install a cable tie.

The summaries are NHTSA's. Each bulletin's page links NHTSA's copy of the manufacturer's document.
