A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary

Some 2021 Bronco vehicles equipped with Big Bend and Outer Bank trim levels may exhibit a whistle noise originating from the front of the hood area when traveling at speeds above 30 mph (50 Km/h). If the whistle noise can be eliminated by taping off the gap between the hood and grill opening, this condition may be due to the hood seal design. Hood seal replacement will not resolve this condition. Inform customers that they can continue to drive the vehicle and Ford is currently working to release an improved seal design that will be available in October 2021. Follow up with the customer to schedule an appointment once OASIS confirms part availability.

Other bulletins for the same vehicles and component
TSB 21-22512021-09-02. Service bulletin. Some 2021 Bronco vehicles built on or before 09-Jul-2021 may exhibit an intermittent No Key Detected message displayed in the instrument cluster followed by a double horn chirp immediately after starting the vehicle. This may be due to a software parameter in the driver door module (DDM) and/or the passenger door module (PDM). To correct the condition, follow the Service Procedure to reprogram the DDM and PDM.
