Service bulletin 18-007-14 REV. A
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Flash: Engine Crank, No Start and/or Malfunction Indicator Lamp (MIL) Illumination This bulletin involves selectively erasing and reprogramming the Powertrain Control Module (PCM) with new software. Customers may complain of an intermittent crank, no start condition. The customer may also indicate the engine sounds like it is freewheeling or has no compression. When this issue occurs, it is typically resolved with a simple ignition key cycle. A small number of customers may also experience a Malfunction Indicator Lamp (MIL) illumination. Upon further investigation the Technician may find that the following Diagnostic Trouble Code (DTC) has been set: P2299 - Brake Pedal Position/ Accelerator Pedal Position Incompatible. The revised software includes cold weather starting enhancements.
