Service bulletin PIC5858A
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
This Preliminary Information communication provides information to the technician about vehicles that have the Heater-Vent-Air Conditioning duct temperature may get 10 degrees Fahrenheit warmer at an idle, but is sufficient while driving. Technician will need to ensure the refrigerant level in the Heater-Vent-Air Conditioning system is .94 pounds (430 Grams). If the pressures are still are not within normal specs at idle but becomes normal slightly above Idle this indicates an internal compressor seal concern and the Heater-Vent-Air Conditioning compressor will require replacement. If Pressures are close to the Service Information specification and the temperatures between idle and slightly above idle are the within 10 degrees Fahrenheit of each other per the Service Information specification, then the dealer should communicate to the customer that we apologize for this inconvenience and that General Motors is working on a solution for this concern.
