This short is caused by an unprotected metal sharp edge where the clockspring wire passes through the lower instrument panel.  Correction:  An electrical diagnostic check will be performed and any short circuits will be repaired.  In addition, a mastic patch will be added to the lower instrument panel to prevent chafing of the clockspring wire.
