This may be due to an obstruction of the ignition key due to a mispositioned grommet around the ignition lock cylinder. To correct this condition, reseat the grommet. This may require full or partial removal of the center instrument panel trim which the grommet seats into. Refer to Workshop Manual (WSM), Section 501-12. Once complete, make sure there is no restriction to movement and retest.
