THE THROTTLE LEVER IS NOT UNDER SUFFICIENT TENSION.
What can happen
TRUCKS DO NOT COMPLY WITH FMVSS 124.
The remedy
RELOCATE THROTTLE RETURN SPRING ANCHOR AND/OR THE SPRING ANCHOR WILL BE REPLACED.
