Service bulletin 2624
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
THIS BULLETIN STATES THAT THE HAYDEN AIR-TO-OIL TRANSMISSION COOLERS ARE SECURED TO A MOUNTING BRACKET VIA BOLTS THROUGH RUBBER BLOCKS. WHEN THE BOLTS ARE TORQUED, THE RUBBER BLOCKS DEFORM TO HOLD THE COOLER IN PLACE. SOME COOLERS MAY HAVE RECEIVED INSUFFICIENT TORQUE AT THE RUBBER BLOCKS. SOME COOLERS MAY HAVE A TUBE-TO-HEATER DIMENSION THAT IS TOO LARGE, AND THIS COULD RESULT IN THE COOLER COMING LOOSE FROM THE MOUNTING BRACKET, EVEN IF THE CORRECT TORQUE VALUE HAD BEEN ACHIEVED. THIS BULLETIN CONTAINS STEPS TO INSPECT AND REPAIR THE COOLER AND MOUNTING TORQUE SPECIFICATION. *TT
