Service campaign M1731
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
SERVICE BULLETIN M1731: PRODUCT PROGRAM 0931 - 2025 SOFTAIL OIL DIPSTICK. PURPOSE: Initial Release. This bulletin informs dealers that Harley-Davidson has chosen to offer a replacement dipstick for 2025 Softail motorcycles. When used with a new oil level check procedure (check Upright instead of on Jiffy Stand), the new dipstick (Part No. 62700380) provides a more accurate reading of the oil level in the oil pan and reduces the possibility of overfilling. Harley-Davidson is conducting a Product Program (0931) to offer this dipstick replacement at no charge to owners of the affected vehicles.
