Service campaign C7141
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
This Warranty Field Campaign is being issued to address a low torque condition on air intake manifold cap screws on certain X15N engines. This field action authorizes certified repair locations to re-torque intake manifold capscrews to the proper torque specifications and adjust the orientation of both the OEM installed Ignition Control Module Relay and the Oxygen Sensor/Ignition Coil Relay on eligible engines. This is an update to a previously submitted communication.
