NHTSA's summary
Occasionally damage may occur to the vinyl covering of products. If damage occurs causing a hole, rip, or flaking in the vinyl, it can be corrected without requiring replacement of the product. Rather than ordering a completely new item, a quick and inexpensive repair can be made to correct the damage.
