Service bulletin TSB230221
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
This Technical Service Bulletin describes the verification and resolution steps for the fuses in the voltage sensing circuit which may fail, resulting in the controller compensating for the low voltage reading and regulating the voltage. This causes the voltage in other two phases to increase and the generator set to shut down on a high voltage fault.
