Service bulletin DCFC Loopback Wire 24V547
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Motiv Power Systems, Inc. (Motiv) has determined that on certain vehicles converted to a Motiv Gen 5 EPIC E-450 powertrain, a Controller Area Network (“CAN”) signal wire could potentially chafe against the vehicle’s frame rail and short to ground – resulting in a loss of CAN signals. This in turn could result in a loss of vehicle propulsion.
