Service campaign Dealer 82C9_REV2
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
In the affected vehicles, the electric passenger compartment high-voltage heater may stop working. This is more likely to occur if the heater is used frequently for prolonged periods on high setting, or if the vehicle battery is frequently charged at low ambient temperatures. Thus, this issue is more likely to occur in locations with frequently cold environmental conditions. The waste heat scavenging heat pump remains operational. REVISION
