Service bulletin A_230908_TC_EN
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Dear Dealer / Service Center / Authorized Workshop, as part of our continuous and stringent quality sampling plans for the components installed in our vehicles, our continuous search for new and better technical solutions and our attention to our customers, we hereby provide you with a guide to resolve a problem of premature battery discharge in the event a Tuareg 660 is not being used for 15 days (control of instrument panel current draw). As noted in the Tuareg 660 owner’s manual, IF THE VEHICLE IS INACTIVE FOR MORE THAN FIFTEEN DAYS, DISCONNECT THE 30A FUSE TO PREVENT THE BATTERY FROM DETERIORATING DUE TO THE CONSUMPTION OF CURRENT BY THE MULTI-FUNCTION COMPUTER.
