Service bulletin M1573
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
SERVICE BULLETIN M1573: REVOLUTION MAX TROUBLESHOOTING TIPS. PURPOSE: Revision. Updated Motorcycles Affected and Required Dealer Action. This bulletin informs dealers that Harley-Davidson has specific areas of interest while troubleshooting on the Revolution® Max platform. These areas of interest should be used in conjunction with the Service Manual and Electric Diagnostic Manual while troubleshooting. This information should be used as an aid to current troubleshooting steps and not a replacement. Best practice is to first troubleshoot current Diagnostic Trouble Codes (DTCs), in order of priority if there are multiple.
