Service bulletin KSB-221025
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
The information and instructions in a Keystone Service Bulletin (KSB) are intended to inform RV dealership Service Managers/Technicians of situations that may occur with some Recreational vehicles so dealership personnel can perform proper and efficient service. KSB’s are intended to be used by trained RV technicians with the knowledge, tools and equipment to do the job properly and safely, not “do-it-yourselfers”. Information is not presented as a repair guaranteed to be covered by warranty. Keystone’s P & P (Policy & Procedures) must be followed for any requested warranty work. Do not assume this repair is covered by warranty. Not every unit listed requires a repair. This process describes how to inspect and add an End of Line Resistor (EOL) to the In-Command system that may be exhibiting erratic readings on HVAC and/or lose communication with components. It has been determined the vehicles in this KSB population may have been manufactured without the EOL resistor in the “Gateway” located in the Roof A/C.
The document
The document is the manufacturer's. This site does not hold it. NHTSA files a document at one of these two addresses; we have not asked NHTSA which.
