Service bulletin Product Informat
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Initial production requirements of the Meritor ProTec IFS suspension included a Pressure Relief Valve (PRV) installed in the steering gear hydraulic system to ensure optimal steering performance. This PRV was intended to be pre-set to 2300 PSI (not to exceed 2350 PSI) by Meritor and/or the Manufacturer, however there is evidence a total of 30 suspensions may not have been pre-set to this pressure range. All affected models identified by an inability to complete a dry park steer to full steering lock in either direction, indicating pressure lower than the required range of 2300-2350 PSI.
