Service bulletin LI98.10-P-074286
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Complaint Cloudiness or fogged areas appear in areas that were covered by transportation foam, such as along exterior door panel edges. See attachments for examples of complaint. Cause Adhesives from the foam used in transportation may have transferred to the paint. Remedy Heat the cloudy area with an IR heater to 80-90°C and observe whether the cloudiness changes as a result of the effect of heat. Generally, the spots should disappear after 30 minutes. While the surface is warm, use cleaning agent A 005 989 19 71 to ensure the adhesive is removed.
