Service bulletin Dealer 92E3
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
In certain vehicles, it may be possible for the wiper arms to make contact with the wiring harness and water line for the washer jets, potentially causing damage to the wiring harness. If this happens, over time the heated washer jets may stop working or cause washer fluid to splash on the windshield. Inspect and, if necessary, adjust the wiring harness routing for the heated washer jets.
