Service bulletin B16020B V2
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Applying random heat or welds to the body structure rarely fixes a body noise problem. In fact, on newer vehicles, which use more and more high-strength steel (HSS) and ultra-high-strength steel (UHSS) to meet increasing collision protection and fuel efficiency requirements, doing this can actually cause structural damage that can be very expensive to repair.
