Service bulletin 2021-232
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Lode King Industries is launching a Transport Canada Recall Campaign # 2021-232 to correct a defect in the self-steering lift axle, installed on 122 semi-trailers. This defect relates to the bolts used to secure the steering arm onto the steering knuckle of this self-steering axle. In certain circumstances it is possible to overload these bolts, causing them to fail catastrophically. In that event, the steering linkage may come loose from the trailer. Should this occur, the steering function for this axle would no longer be controlled.
