Service bulletin PAB1109
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
GENUINE MOTOR PARTS AND MOTOR ACCESSORIES BULLETIN PAB1109: SCREAMIN' EAGLE STAGE I COMPONENTS FOR 2021 CARB. PURPOSE: To inform California dealers that Screamin' EagleĀ® (SE) Stage I products may not be installed on 2021 vehicles until California Air Resources Board (CARB) provides Executive Order (EO) approval. Starting in 2021, new and existing Stage I components (intake, exhaust and/or Street Tuner) must go through CARB Aftermarket Certification process. This results in a similar product certification delay as seen with Stage II, III and IV components at Model Year (MY) launch.
