Service bulletin TT-15-002
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
2008 - 2016 Headlamp Condensation or Water Intrusion. The customer may complain of water or condensation within the headlamp assembly. If the vehicle exhibits this condition, it is necessary to first verify that all of the protective covers and caps are installed before suspecting a problem with the headlamp assembly. Any loose of missing caps or cover s on the headlamp will result in water entry. Note that some condensation within the headlamp at times should be considered normal.
