Service bulletin L-18-04-02
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
GEM has seen some vehicles display the incorrect state of charge when the factory-installed option cab heater is used. GEM is releasing this Team Tip to inform dealers that some vehicles may have left the factory with the heater’s ground cable installed on the wrong terminal of the BMC. This will prevent the BMC from seeing the power used, and will be unable to account for the lost power in the state of charge.

The document is the manufacturer's. This site does not hold it. NHTSA files a document at one of these two addresses; we have not asked NHTSA which.
