Service bulletin T-17-03
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Polaris has determined that the six screws used to fasten the SLR steering wheel to the hub adapter may not have achieved the specified torque of 72 in-lbs. (8.1 Nm) during production. Screws that have not been properly torqued may begin to loosen as the vehicle is driven. While there is no risk of the steering wheel becoming disengaged from the hub adapter, the operator may notice a slight change in steering feedback.
