Service bulletin 2057935/2
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Warning lamp for washer fluid level on (for no reason). Customer statement / workshop findings: The washer fluid low warning lamp in the dash insert is lit up although there is sufficient washer fluid in the reservoir. Workshop findings: The customer statement can be reproduced. Technical background The conductibility of the washer fluid can be significantly lowered by the following factors. As a result, the water level switch of the washer fluid low warning lamp can be activated although the washer fluid reservoir is sufficiently full. Washer fluid additives which do not meet the following specification During winter conditions a solution of 30% isopropyl alcohol and 70% water should be used (or appropriate alternative). This washer fluid and water mixture will provide frost protection down to a temperature of approximately 10 degrees C (14 degrees F). Frozen washer fluid. Distilled water.
