Service bulletin TSB200068-032420
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
This Technical Service Bulletin describes the verification and resolution of FC2989 becoming active during vehicle operation resulting in reduced engine power. If extended operation at speeds which result in maximum engine RPM are expected, it is recommended that the vehicle final gear ratio be changed to reduce engine RPM at those speeds. A local Cummins® Distributor can provide guidance to optimize engine economy, efficiency, and performance.
