Service bulletin TSB200022-011220
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
This Technical Service Bulletin describes the verification and resolution of a stuck intake air throttle due to the formation of ice in cold ambient conditions. This condition may cause actual position to not meet commanded in cold ambient conditions which is causing unnecessary part replacement without a component malfunction. The resolution involves instruction to the operator to allow the engine to warm up for the appropriate amount of time.
