Service bulletin SIL 743
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Altec has discovered that some aerial devices were not properly stability tested in accordance with ANSI A92.2-2015 after they were manufactured. Although units manufactured in a similar manner were stability tested correctly and passed, ANSI 92.2-2015 requires every unit to be properly stability tested by the manufacturer. To comply with ANSI A92.2-2015, Altec requires stability testing to be performed on each unit no later than 6 months after the receipt of this SIL. Altec will perform the stability testing at an Altec service facility.
