Service bulletin E261
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Non-Safety Campaign: Peterbilt has determined that certain vehicles equipped with a PACCAR MX-13 EPA2017 engine may have a faulty oil module filter cap. The plastic retaining tabs on the cap could break off and enter the engine oil. An improved oil thermostat is also available for this same population of vehicles and will be installed at this time. Resoluton is to replace the defective oil module filter cap and thermostat.
