Service bulletin N192216310
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
N192216310 - Service Update - Certain vehicles may have a condition wherethe customer may be able to shift out of park with and expired latent fault mode counter. This will only occur after the customer ignores multiple driver information center (DIC) and chime warnings. By design, the vehicle should not allow the driver to shift out of park once the latent fault mode counter expires. Dealers are to reprogram the chassis control module.
