Service bulletin TT467
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
TECHNICAL TIP BULLETIN TT467: HAND CONTROL DIAGNOSTIC BEST PRACTICES - ALL CAN OPERATED HAND CONTROLS. PURPOSE: As Harley-Davidson vehicles become more complex, there are several settings and configurations that should be taken into consideration when a customer expresses concern over hand control operation. Depending on what the customer concern is, other related systems on the vehicle should be inspected prior to replacing a hand control. NOTE: The electronic diagnostic manual has been updated to include a new diagnostic procedure for testing hand control operation.
