Service bulletin SIL 721
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
SIL 721 informed unit owners of potential issues with JEMS units mounted on Dodge chassis Some customers have reported that the engine on the affected chassis will not start after sitting over a weekend time period. Investigation found there was an issue with the Dodge chassisand the ZeroRPM ignition module. Unplugging the ZeroRPM Dodge ignition module and plugging the module back in was found to reset the module allowing the engine to start again. Chassis starting operation will then return to normal. Altec recommends that affected units be modified by adding an ignition reset button to the ZeroRPM system
