Service bulletin PBWHLCVR
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
We would like to !hank everyone For your input regarding a change of wheel covers. We will go forward in offering this new version of the wheel covers. They will have the same part numbers as before the change. The 1O" five spoke style wheel cover (shown right) is a good example of both the 1O" and 8" wheel covers. The five spoke chrome style looks great on a trailer and catches the eye. The picture shows the wheel cover with the red inlay installed. Once you have the color you want in place, the black disc (shown on the back or the cover below) locks in the colored inlay to the wheel cover. The colors that come with this pair or wheel covers are red, orange, yellow, dark yellow, and black. Another added benefit to this style is the wheel cover only has a small hole by the valve stem. So this new wheel cover will be more of a "cover" not allowing the amount or the road debris and material in by the rim that the current wheel hub was letting in.
