Service bulletin MC1100412
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
BMW Motorrad has determined that various faults in the on-board electrical system can occur sporadically on different models. Faults can be caused by widened contacts in plug connections and are very difficult to identify using metering instruments. As well as production faults, incorrect handling (use of adapters not suitable for the model in question, commercially available test probes, paper-clips, etc.) also can cause these sporadic faults.
