Service bulletin 19-002
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Starting on 10/23/2019, KME received shipments of potentially defective manual cab jack systems made by MTE Hydraulics. The systems are potentially defective in that the hydraulic block attached to the cab lift pump may be missing a ball bearing and ball guide that functions as a check valve. This check valve allows pressure to build in the system when supplied by the manual pump. Without the check valve, flow from the manual pump may recirculate back through the electric cab lift pump, and no pressure can build in the lift cylinders. Therefore, the manual cab jack will not lift the cab. This defect does not affect the operation of the electric cab lift system.
