NHTSA's summary
Service Information (ODIS Service Installation Phase 1 - Preparation & License Request Instructions (eShop)): Installation Phase 1 is the first of three separate documentation phases in the initial installation of ODIS Service diagnostic software. On diagnostic devices where ODIS Service was not previously installed (new devices etc.), installation Phases 1 through 3 must be completed in order, one after another prior to using ODIS Service. All installation phase documents are published separately on ServiceNet. The device preparation and license request processes are described in this document.
