Service bulletin Overview-7-Digit
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
System Overviews (7-Digit PIN): Replacing an instrument cluster or ECM requires additional steps in vehicles that are equipped with the immobilizer System. The instrument cluster and ECM communicate with each other constantly, and must recognize each other. If there is no recognition, the vehicle will start, but stall immediately. a 7-digit pin is used to tell the existing components in the immobilizer system to recognize a new component and to communicate with it.
