Service bulletin MC6100211
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
Optimization of hot starting: installing additional wiring harness, starter/alternator. Within the framework of quality monitoring, BMW Motorrad has ascertained that sporadic hot-starting faults have affected some of these motorcycles. When the hot engine is cranked over the starter motor turns reluctantly, starter speed is not reached and in some cases the engine refuses to start.
