Service bulletin BMWFEB0213
A bulletin is a manufacturer's communication to its dealers, as NHTSA indexes it. The summary is NHTSA's. The document is the manufacturer's: read it at NHTSA. A bulletin is not a recall, and listing a model year does not mean every vehicle of it is concerned.

NHTSA's summary
A selection of Rolls-Royce Ghost models produced between 11.07.2012 and 17.12.2012 have been built with incorrectly coded Digital Motor Electronics (DME) control units, which could cause incorrect readouts during inspection and maintenance emissions tests. To maintain our high levels of quality and customer satisfaction, Rolls-Royce Motor Cars has decided to correct the DME coding on all affected vehicles. This service action potentially affects 422 vehicles in the USA and 9 vehicles in Canada according to VIN selection.
