NHTSA's summary

This is a Technical Information Notice sent to dealers, to notify them that some new vehicles may have discoloration or "blotchy" color in the body paint after removing the RAP-Film. This is typically due to moisture entering under the RAP-Film and sitting on the painted surface for a long period of time. The moisture under the RAP-Film causes a ?blotching" effect on the clear coat. Dealers are asked to not repaint the vehicle for this condition. An ultraviolet heat lamp would eliminate milky color spots. Dealers are to submit photos for DPSM review, then send the vehicle to a body shop that can use an ultraviolet heat lamp to perform the repair.
