NHTSA's summary
This Service Bulletin informs affected owners of D series coaches with CNG fuel systems to remove the orifice located in the fuel regulator coolant supply hose. This will allow a greater volume of warm water to reach the fuel pressure regulator, which will reduce the chance of ice buildup on the fuel supply hose.
